Initiating Processes - Witness Rules

The following rules are applicable to Witness information for ALL initiating processes except Fugitive Order and Fugitive Warrant.  Additional rules that are specific to only certain processes appear further down in a separate area.
 

When assigning a business as a witness
 

 

 

The business can only be assigned as a witness if marked as an additional complainant.  

Note: The “Additional Complainant” checkbox will be displayed as Text and will default as checked.

When assigning a LEO as a witness
 

 

The LEO can only be assigned as an active, state witness.  

The LEO cannot be a witness and the victim.

When LEO is witness and checked as an additional complainant
 

 

The LEO can be added as a non-witness and inactive.

When adding a subpoena and the witness is a business
 

 

The subpoena will be generated on the contact name.

All Add, Edit and Delete buttons will be replaced with a View button with the corresponding label.  (e.g. Add Witness, Edit Witness, Delete Witness are replaced by View Witness.)

When making participant updates
 

 

The participant information (except in cases where LEO information is not able to be edited) for this process can be edited up to service or 8 hours after service for the processes that are automatically marked as served when they are issued.  

The participant name cannot be edited.  

The address can be edited.  

Race, Sex and DOB can be updated if they are missing or unknown.  

Employer can be added if missing (only in the Before Issuance Mode).  

Assignment information can be edited.

The field will default with the most current data in master name.

The system will display all multiple error/warning messages at one time.

Fields containing data will display the data as text unless it is one or more of the following fields:  Street Address 1, Street Address 2, Zip Code, City, County, State, Country.  

Race, Sex and Date of Birth can be updated if they are missing, unknown, or blank.

When making edits to the RO/OFA Defendant Detail Edit screen or Person Detail Edit screen in any mode
 

 

Data fields changed from information pre-populated (or already in the database) will be submitted and stored in the master name database as subsequent information and will NOT override previous information unless it is the RACE, SEX or ETHNICITY fields.   

These fields will replace existing data since only one value can be stored in the database.

Example:  Address information updated on Person Detail Update screen will be added to the master name Address tab.  It will NOT replace the previous address.

When RO/OFA Defendant Detail Edit screen or Person Detail Edit in any mode is used
 

 

The user will not be allowed to change any fields from a 'value' to 'blank' except fields associated with a previous address. Address fields will be submitted as an ADD of a subsequent address and thus some address fields may be blank on the new address.

 

 (Example: User does not know the Zip Code to a new address and submits the following - Change address from:  101 Main Street, Raleigh, NC 27601 - To:  525 Hargett Street, Durham, NC without a Zip Code)  The edit of an address (really adding of new address) must follow the same field level business rules listed on 'Person Add Screen’ - such as “City required if Street Address 1 or Street Address 2 is entered”, etc.

A witness cannot be added, edited or deleted; however the assignment details can still be edited.

All fields will display the value from the process archive if an archive is available unless otherwise indicated in the field definition.

When adding or selecting or editing a business as a complainant or witness

 

 

A Business Contact Name is required.  If an existing 'Business Record' is selected that does not have the Contact Name, the system will display the Business Detail Screen in EDIT mode with a message stating the Contact Name must be entered.

When selecting a pre-existing person record as a Defendant, Complainant, or Witness on the process

 

If Race and/or Sex are not associated with the person selected from the Person Search

Results screen, display the Person Detail Edit screen with standard error messages

requiring Race and/or Sex.

Once the Detail Edit screen is submitted with Race and/or Sex data, display the relevant

participant Assignment screen (this is the standard flow).
