Offense data transmitted to NCAWARE by an interface with a local system (i.e. Mecklenburg County) behaves differently than Offenses entered directly into NCAWARE. Below are the details.
Transmission
When a local system sends Offense data on a Order, Summons, or Warrant, NCAWARE will store the Offense Title, Statute Code, Offense Code, Offense Type, and Class in the OFFENSES tab of the Incomplete TMP process. No charging text is transmitted. The Offense displays in NCAWARE with only the data fields listed above.
If a transmitted Offense is not found in NCAWARE, an error message is sent back to the Local Interface system.
If a transmitted Offense is an 'Implied Consent' offense, then the NCAWARE TMP process will be created without Breath Test Results.
'Crime Details' on Fugitive Orders and Warrants are not transmitted from local systems.
'Worthless Check Details' on Worthless Check Summons and Warrants may or may not be transmitted from local systems. If details are transmitted, only complete details are accepted by NCAWARE.
If a transmitted Offense has the attribute "NOT ALLOWED ON INITIATING WFA, MO, OR CS" in NCAWARE, an error message is sent back to the Local Interface system.
Subsequent Actions
Once the basic Offense data is accepted by NCAWARE, the offense must be selected from the OFFENSES tab, the Edit Offense button selected, and charging text entered before issuance of the process is allowed. Even though the Edit Offense button is used, the steps to enter the charging language more resemble the standard action of adding offenses to a NCAWARE process. See
'Crime Details' on any Fugitive Orders and Warrants must be entered before issuance of these process types is allowed. See
'Worthless Check Details' on Worthless Check Summons and Warrants, if not originally sent, must be entered before issuance of these process types is allowed. See
IMPLIED CONSENT Offenses will require Blood Alcohol details and possibly CVR 2 & 8 or CVR 13 details.
